The Whistleblowing Officer's role

A whistleblower is someone who becomes aware of a danger and reports a risk, crime, offence, threat or violation selflessly and in good faith. By doing so, they trigger a process of regulation, debate, or collective action.

The Whistleblowing Officer receives and handles reports from whistleblowers.

When to contact the Whistleblowing Officer

Contact the whistleblower if you become aware of an illegal or improper situation, such as:

  • A conflict of interest
  • A threat to the public interest
  • A law violation or an attempt to conceal it

The Whistleblowing Officer will write to the whistleblower within 7 working days:

  • Confirming the report has been received
  • Outlining the time required to assess the validity of the alert
  • Explaining any steps taken or planned to verify the facts
  • Setting out how the whistleblower will be kept informed going forward

The Whistleblowing Officer first checks whether the alert is admissible and then verifies the facts. Once this process is complete, they inform the whistleblower of the outcome of their report.

Whistleblowers can also contact the Mediator for National Education and Higher Education (Médiateur de l'éducation nationale et de l'enseignement supérieur) as an external authority. In such cases, it is important to mention whether an internal report has already been made.

How to contact the Whistleblowing Officer

Contact the Whistleblowing Officer by email and provide:

  • All information and documents that will help verify the facts. Make sure everything you share is factual and directly related to the report

  • Your contact details so that the Whistleblowing Officer can get back to you, such as a phone number or email address

Unless you are reporting anonymously, please also include your identity and any proof of your connection with the university.
