Human resources strategy for researchers (HRS4R)

In 2017, the University of Strasbourg (Unistra) was awarded the European “HR Excellence in Research” label by submitting a plan comprising 30 actions, making Unistra one of the first universities in France to receive this recognition.

Since then, Unistra has been implementing a human resources strategy for research, known as HRS4R (Human Resources Strategy for Researchers), reflecting the institution’s commitment to improving its practices and aligning with the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.

Unistra’s primary objective is to offer attractive recruitment and working conditions for talent across all fields of research.

  • Initial Submission (2017)

Since 2017, Unistra has actively pursued its human resources strategy for research. The HRS4R label has enabled the University of Strasbourg to increase its international visibility and enhance its attractiveness for national and international recruitment; to comply with the obligations of the Horizon Europe programme (Article 18); to increase its success rate in the programme; and to benefit from a framework for assessing the university’s HR policy towards its scientific community, from PhD candidates to senior researchers.

  • Mid-Term Review (2022)

The self-assessment conducted in 2022 was positively evaluated by the European Commission. The EC’s feedback confirmed the institution’s direction and supported the continuation of key initiatives, such as the Disability Office, research support through several central services, and the promotion and implementation of the open access platform univOAK. Other best practices highlighted included the Scientific Integrity Officer and the internal network to combat sexual harassment, sexism, and homophobia.

  • Label Renewal (2025)

This strategy remains a core component of the institution's policy. The involvement of the university’s governance in the composition of the Steering Committee reflects this, as does the publication of the OTM-R checklist (Open, Transparent, and Merit-based Recruitment) on Unistra’s official website.

A renewal request for a new three-year cycle (2025–2028) was submitted to the European Commission in July 2025. This renewal is based on the four pillars of the new European Charter for Researchers, which includes 20 key principles structured around:

  • ethics, integrity, gender equality, and open science;
  • evaluation, recruitment, and career progression for researchers;
  • working conditions and research methods;
  • research careers and talent development.

The HRS4R Action Plan for 2025–2028 was developed following a final-cycle self-assessment based on a cross-departmental effort. It included the preparation of a new gap analysis based on the new 2024 European Charter for Researchers, consultations with various central departments providing services to researchers, and analysis of various strategic plans and institutional roadmaps. In parallel, the results of a 20-question survey among the scientific community (10% participation rate) were incorporated into the development of the new 2025–2028 action plan.

This 32-action plan was approved by the Research Commission and the Board of Directors of Unistra on May 13 and June 3, 2025, respectively.

Concrete Achievements

‎Beyond providing a working environment conducive to research and professional development, numerous tangible achievements have been implemented in recent years:

  • Implementation of a Human Resources Master Plan (SDRH), which has driven many actions aligned with the HRS4R label,
  • Deployment of the Sustainable Development and Social Responsibility Master Plan (SDDRS),
  • Strengthening of the univOAK open archive,
  • Mapping of research structures,
  • Launch of the innovation pipeline leading to Unistra’s certification as a University Innovation Hub, with the creation of the PUI-A (University Innovation Hub – Alsace),
  • Accreditation of platforms (Cortecs network) and establishment of the Datacenter.
